It powered just fine at Neil's place and when I reconnected it here it worked. Maybe the radio just needed to get out of the house for a little bit...

I just noticed this morning that the Echolink radio is not powering on. I did a basic voltage test and there's voltage on the radio side of the fuse so I'm not too sure what the issue is. I'll bring the radio over at the coffee meet and pass it along to someone who wants to spend some time investigating.
