Update (May 7): I just got my new certificate so it looks like they're back on track.

Apparently Industry Canada, I mean Innovation, Science and Economic Development Canada is unable to print new certificates at the moment. I received this email from them on April 10th:

Good morning,

We are waiting for a back-order of certificate paper, so unfortunately it will still be several weeks before it is printed.
